Boating License
The Boating License is a key item required to rent boats and access the Chroma Sea region. It can be purchased from the Boathouse in Beryl.
Use
Although it refers to "renting" the boats, the Boating License in fact grants unlimited access to boating once the license has been purchased.
It isn't necessary to keep track of where your boat is; you can set sail at any dock at any time as long as you have the license.
